Three things separate an HPC from a conventional report card:
- Descriptors instead of marks. Progress is recorded against competencies and learning outcomes using levels and short descriptive comments, not percentages and ranks.

NEP 2020 restructured schooling into a 5+3+3+4 design, and the HPC follows those stages. The format, the depth of self-assessment, and the descriptors change as children grow.

The exact wording of the levels and the domains listed differ between the NCERT prototype, CBSE's adapted version, and any state SCERT adaptation. Always work from the document your board or state has actually issued rather than from a summary.
Foundational stage (Balvatika to Class 2)
This is where CBSE has gone furthest. Its Holistic Progress Card teacher guide, aligned with the National Curriculum Framework for the Foundational Stage (NCF-FS 2022) and NCERT's prototype, is built for young children who cannot sit written tests. Teachers record what they see during play, storytelling, and structured activities and place the child at Beginner, Progressing, or Proficient for each competency. The HPC is often described as a new report card. In practice it is a new assessment habit, and the report card is just the output. Here is what shifts on the ground:

Three consequences follow, and they are worth being honest about:
- Observation becomes a daily task. A teacher cannot reconstruct a child's collaboration or curiosity from memory at term end. Notes have to be captured close to the moment.
- Writing load rises. Descriptive comments for 35 to 45 children across many competencies is a genuinely large amount of text, especially for teachers used to entering a single number.
- Consistency becomes a school problem. When two teachers judge the same behaviour differently, parents notice. Shared rubrics and moderation meetings become part of the workflow.

How to implement the HPC in your school
Schools that make the HPC work tend to treat it as a year-long change project with a small number of decisions made early. Here is a sequence that fits an Indian academic session.
Step 1: Decide scope and source document
- Confirm which stages you are moving this session (many schools start with foundational and preparatory, then extend to middle).
- Pick the exact template: CBSE's manual for CBSE schools, the PARAKH format or your SCERT adaptation for others.
- Decide whether term-end reports will be HPC-only or HPC alongside existing marks during a transition year.
Step 2: Build shared rubrics before term starts
- For each competency on the card, write one or two lines describing what each level looks like in your classroom. Keep them concrete.
- Agree a small bank of comment starters so descriptive feedback is consistent in tone without becoming copy-paste.
- Run one moderation session per stage where teachers rate the same sample of student work and compare.
Step 3: Set up a lightweight capture routine
- Fix a rhythm: for example, every teacher logs observations for a rotating group of 8 to 10 students each week, so every child is covered several times a term.
- Decide where evidence lives: portfolio folders, photos of work, or a digital record. Whatever it is, it must be reachable at report time.
- Schedule student self-assessment and peer feedback as classroom activities with their own slots, not as homework.
Step 4: Bring parents in early
- Explain the HPC at the first PTM of the session, before the first card goes home. Parents used to percentages will otherwise read “Progressing” as a bad mark.
- Collect the parent-input section on a fixed date with a clear form, in the language parents are comfortable with.

Step 5: Review after the first term
- Ask teachers which competencies were hard to evidence and which comments took longest. Trim or rephrase.
- Look at level distributions across sections. If one section is all “Sky” and another all “Stream”, that is a moderation issue, not a student issue.
- Collect parent questions and turn them into a one-page explainer for the next cycle.
Mistakes that derail HPC rollouts
- Trying to fill the whole card in exam week from memory. The HPC only works if evidence is captured through the term.
- Converting levels back into marks internally so ranks can still be produced. This defeats the purpose and confuses parents.
- Skipping teacher training and handing over a blank template. The format is easy; consistent judgement is the hard part.
- Letting each teacher keep evidence in a personal notebook. When staff change mid-session, the record goes with them.

You can run an HPC on paper, and many schools do. The pain shows up in volume: dozens of competencies multiplied by dozens of children, several contributors per child, and a card that must be assembled from evidence scattered across a term. Software helps most in the following places.

Ask a vendor to show you how a Class 4 teacher would log an observation about a child's collaboration on a group task, and how that note resurfaces when the term card is prepared. If the answer is a spreadsheet export, the tool is not built for the HPC.
